Tear-off or a new covering over the existing roof?
Why some replacements remove the old system and others discuss covering over — decided after inspection.

Layers already on the deck, the condition of the sheathing, weight, local requirements and leak history all matter. A neighbor’s overlay is not a plan for your house.
When removal is discussed
If the deck needs to be seen, if layers are already stacked, or if moisture is in the assembly, taking the old covering off can be the honest path.
